Service Account is Not Set for Action Sets Created by Templates (Doc ID 1960515.1)

Symptoms

Steps to Reproduce 
1. Create three accounts of type = Residential 
Ex: BR Account 1, BR Account 2, BR Account 3 

2. Go to Sitemap-List Management and create a list with the following  parameters 
 List Name: BRAccount 
 ListType = Targeted List 

3. Drilldown on the ListName and select the Accounts view 
 Set the List Content = Account 
 Add the accounts created in Step 1 

4. Create a bulk request and navigate to Action Set Template 
 List Name: BRAccount 
 Type: New 
 List Contact: Accounts 
 ChildType: Contacts 
 scope = A 
Actions: 
Action Code: Add 
Base Product: Mobile Phone Service 

5.  Click on Explode 
Navigate to Actions 
Expected behavior: Service Account should be set 
Actual Behavior: Service Account is blank 
 
Note that Billing Account is set up correctly.
