Open UI Blank Screen, Blank Page or Aurora Side Menu Not Visible in Environment Upgraded to Innovation Pack 2014 or IP15 or IP16 or Siebel CRM 17.X and above versions

After upgrading from 184.108.40.206 (IP13) to 220.127.116.11 (IP14) or IP15 or IP16 or Siebel CRM 17.X and above versions, logging into the OpenUI application renders a blank screen/page and no further navigation is possible.
This issue is applicable for thin / dedicated / mobile clients. It has also been noticed that the Aurora side menu bar is not visible.
The expectation is that the Home Page is rendered properly and the Side menu is visible in an upgraded Siebel environment similar to a standard installation environment.
[In a newly installed 18.104.22.168 (IP 2014) environment the side menu is visible as expected, the issue is seen only on an upgraded environment]
