copydat.bat fails “This application has failed to start because MSVCP71.dll was not found" (Doc ID 1964591.1)

Symptoms

As part of Incremental Repository Merge (IRM) for IP201x, it is necessary to import ancestor repositories. This is done by running copydat.bat file for Windows environment. In this batch file, checksum.exe runs to verify the integrity of repository files. On some system, this program fails with the following error. 

“This application has failed to start because MSVCP71.dll was not found. Re-installing the application may fix this problem”.
