Siebel Start up failure with IP2014 (8.1.1.14), components Fail to Start with Error "SBL-GEN-00127"

Symptoms

Siebel version : 8.1.1.14 [IP2014]

Siebel Server is not coming up after applying Siebel 8.1.1.14 patch on existing Siebel 8.1.1.11.

IRM done successfully.

Gateway is up and running.

ODBCSQL connection successful.

But Siebel services are not up.

Enterprise log shows below error, as most of the component fails to start
