ISSUE STATEMENT:
----------------
Customer is running the Siebel UCM BDM process to process 16 Million rows of contact records in S_UCM_CONTACT. The process is taking well over 1 minute to process and insert each record. This is not expected. Customer has already added an index to the UCM_TYPE_CD column, removed the sort specifications on the SDH business components, disabled scripting, disabled cleansing and deduplication, and run statistics on the tables. They also check the database and application server resources (CPU, memory, etc) and everything is normal and utilized as expected; yet the overall performance and throughput is very slow.

The issue happens in customer's test environment.

STEPS TO REPRODUCE:
-------------------------------
The behaviour occurs as follows:

1. Load 16 million contact records into the Siebel UCM S_UCM_CONTACT table.

2. Start a task for the UCM Batch Process component to process the records, the overall processing will be very slow.

LOSS OF FUNCTIONALITY / BUSINESS IMPACT:
------------------------------
Due to the slow processing of the data, customer is not able to get the data into the system in a timely manner for further downstream processing and access.

There are no error messages that occurs with this issue, just the unexpected/undesired results being observed.
