IP2014 Regedit / mwcontrol Window does not appear

Applies to:Siebel CRM - Version 22.214.171.124 [IP2014] and later
Customer was able to run regedit and mwcontrol before applying 126.96.36.199.PS1. It was running fine on 188.8.131.52 PS13.
There is no issue with X-Window as Siebel configuration wizard can be executed without issues.
MainWin 5.0.4 has been introduced on IP2014 and on some later IP2013 patchsets.
