F9 Email Error: SBL-EML-00050: Invalidate eMail address: XXXX After Upgrade To 8.1.1.11 (Doc ID 1969607.1)

We are trying to send an email using F9 after upgrading our application from 8.0.0.13 to 8.1.1.11. It throws the error Invalidate eMail address (SBL-EML-00050). I followed the instructions as mentioned in Doc ID 1580431.1 but still get the error.
As an alternative the following steps can be followed to disable the Email Address validation:

a) Navigate to Administration - Application --> System Preferences
b) Query out "Enable EmailAddress Validation"
c) Set its value to "FALSE"
d) Bounce Siebel Services
e) re-login Siebel

I set the system preference to false,restarted the server and still get the error.

Symptoms

On : 8.1.1.11.14 [IP2013] version, Comms Server & Email Response

When attempting to use F9
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Contacts
2. Press F9
