F9 Email Error: SBL-EML-00050: Invalidate eMail address: XXXX After Upgrade To 18.104.22.168

We are trying to send an email using F9 after upgrading our application from 126.96.36.199 to 188.8.131.52. It throws the error Invalidate eMail address (SBL-EML-00050). I followed the instructions as mentioned in Doc ID 1580431.1 but still get the error.
As an alternative the following steps can be followed to disable the Email Address validation:
a) Navigate to Administration - Application --&amp;gt; System Preferences
b) Query out "Enable EmailAddress Validation"
c) Set its value to "FALSE"
d) Bounce Siebel Services
e) re-login Siebel
I set the system preference to false,restarted the server and still get the error.
On : 184.108.40.206.14 [IP2013] version, Comms Server & Email Response
When attempting to use F9
the following error occurs.
The issue can be reproduced at will with the following steps:
1. Go to Contacts
2. Press F9
