Siebel Open UI - Application Toolbar/Menubar/Screen Tabs Using Keyboard Tabbing

Customer is asking about a fix for the following OUI navigation issues using only keyboard:
1. It is not possible to navigate to any of the links in Application Menu bar. Those links being: File, Edit, View, Navigate, Query, Tools, Help, and Search.
2. It is not possible to navigate to any of the following links in Application Tool bar. Those links are: New query, Execute query, Apply Target list, Save Target list, Site map, How Do I, Tasks, Quick Print, Prepare for Interactive Detailer, Report(s).
3. It is not possible to navigate to any of the following links screen tabs. Those links are: Home, Cases, Divisions/Programs/Streams/Activity, Assistance Requests, and Administration - Data.
4. It is not possible to navigate to any of the following links view tabs. Example, Under Cases, Case Home, Case List etc
