Siebel Object Manager Components Unavailable After Configuration (Doc ID 1982139.1)

Customer performed a scratch installation of Siebel on Windows 2012 server.  Enterprise configuration and Siebel Server configurations complete without errors.  When viewing the Object Manager Components in the dedicated siebel client, there are no components defined in the Object Manager component groups. The server manager command also says that the component is not enabled on the server.


In viewing the siebns.dat in a regular text editor, two enterprises are defined.  Each enterprise has a server with a unique server name.  In one enterprise, the component groups with component definitions are present, but the second enterprise has empty component groups.
