Email Communications Template Refresh or Template Overwrite Issue in Siebel Open UI

When navigating through templates in Administration - Communication > All Templates if the current template is selected and you choose another template it is NOT updated in the CKEditor. Additionally, when clicking successfully into the body of templates the content can be overwritten.
When navigating through templates the expectation is that the CKEditor will also change its content to match the template selected. No update of content should be performed unless the content has actually changed.
The issue can be reproduced at will with the following steps:
1. Go to Administration - Communication > All Templates
2. Select a template.
3. Click into the body of the template (e.g. click into the CKEditor applet)
4. Now click another template in the upper list applet. Sometimes the template changes OK, but other times upon clicking the second (or subsequent) template the content still shows the first (or earlier) selected template.
5. Further it is possible when clicking into the body of the second (or subsequent) template that the contents are actually overwritten.
