After Successful IP2014 upgrade, SWSE Returnes Error SBL-DAT-00191: Failed to obtain a session ID. System preference '%1' is not defined. (Doc ID 1984086.1)

Symptoms

After a successful upgrade from 8.1.1.11 to 8.1.1.14, testing the application results in SWSE logging SBL-DAT-00191, and failed to obtain a session ID with the AOM.
SWSE log files contained the specific traces:

ProcessPluginState ProcessPluginStateError 1 0000000454ec0714:0 2015-02-24 16:32:19 262: [SWSE] Open Session failed (0x7500bf) after 0.1365 seconds.
ProcessPluginRequest ProcessPluginRequestError 1 0000000454ec0714:0 2015-02-24 16:32:19 262: [SWSE] Failed to obtain a session ID. System preference '%1' is not defined.
ProcessPluginRequest ProcessPluginRequestError 1 0000000454ec0714:0 2015-02-24 16:32:19 262: [SWSE] Set Error Response (Session: Error: 07667903 Message: System preference '<?>' is not defined.(SBL-DAT-00191))

The seedupg0.log contains the related traces:

Importing table 330:                     S_SYS_PREF ... deleted      334 rows
SQL Warning, SQL State 23000, 1, [tp][ODBC Oracle driver][Oracle]ORA-00001: unique constraint (SIEBEL.S_SYS_PREF_U1) violated
