Siebel Tools - Unable To Launch Siebel Client In Debug Mode

When we try to run Siebel Client in debug mode from Siebel Tools on a Windows 2012 machine, we get following errors:
This page can't be displayed
Make sure the web address http://localhost:8080 is correct.
Look for the page with your search engine.
Refresh the page in a few minutes.
Siebel Client itself works fine on the machine and no issues found from the Siebel Client installation. However, when we try to run Siebel Client in debug mode from Siebel Tools, we get above errors and unable to launch Siebel client in debug mode.
