Siebel Search Integration with OSES 11.2.2.2 Fails with SBL-EAI-00247 Error (Doc ID 1984759.1)

Symptoms

On : Siebel 8.1.1.14/8.2.2.14 integration issue with OSES 11g R2


While integrating Siebel with Oracle Secure Enterprise Search (OSES or SES) 11.2.2.2, the configuration fails with below error.


ERROR

Fatal Error in XML Parser at line 1, column 1 (SBL-EAI-00247).



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure Siebel Search.
2. Navigate to Administration - Search > Search Engine Settings, click "Connect" button.
3. The SBL-EAI-00247 error is displayed.
