"Headless Configuration Service" Method "Apply Promotion Defaults" Removing Products From Previously Added Promotion (Doc ID 1986199.1)

Symptoms

A custom workflow process was being used to add a promotion to an order. This worked correctly. However, if the same promotion was added again to an order, products which were associated with the first promotion were getting removed. For example:

Process run once:

P1
 M1
  D1

P1 & M1 added using Headless Configuration Service.

D1 added using custom logic.

Process run again:

P1 & M1 added again but D1 removed from previous promotion.
