SBL-SRM-00016 error in SR Broker logs on newly created Siebel enterprise (Doc ID 1986541.1)

Symptoms

On : 8.2.2.4.12 [IP2013] version, System Admin

When attempting to startup Siebel service on 8.2 test environment, SRBroker process is terminating and services fail to start. The following error occurs in SRBroker logs.

DBCLog DBCLogError 1 0001e7d854f506a3:0 2015-03-03 10:58:19 [DataDirect][ODBC Oracle driver][Oracle]ORA-01017: invalid username/password; logon denied

The issue can be reproduced at will with the following steps:

1. Setup Siebel 8.2 test environment
2. Make sure that the setup is configured correctly and try to start the gateway and siebel servers
3. Check to see if the Siebel server starts up and whether all the components come online

Due to this issue, users cannot startup Siebel service and SRBroker terminates and this was causing a setback.
