UCM Always Creates a New Record When OEDQ is Offline (Doc ID 1986774.1)

Symptoms

When using UCM with OEDQ connector and OEDQ is shutdown no error is raised by connector if a request is processed by UCM Batch Manager or via Soap request.

The process tries to create a new record (no match) for every request.
