UCM Always Creates a New Record When OEDQ is Offline

Information in this document applies to any platform.
When using UCM with OEDQ connector and OEDQ is shutdown no error is raised by connector if a request is processed by UCM Batch Manager or via Soap request.
The process tries to create a new record (no match) for every request.
