Symptoms
When calling a custom business service with a SWE command from outside of Siebel application, this error message occurs:

Invalid request data (SBL-SWP-00135)

The custom BS method allows navigating to a detail view using GoToView method. The SWE command looks like the following:
http://<hostname>/sales_sso_deu/start.swe?SWECmd=InvokeMethod&SWEMethod=JumpToContact&SWEService=XXXXX+CTI+Business+Service&Id=xxxxxxx
This SWE command worked fine with Siebel applicationversion 8.1.1.11 (IP2013) with Open UI client but does not work anymore with version 8.1.1.14.4 (IP2014).
