SBL-DBC-00111 And ORA-01400 Errors While Creating a Search Category

When attempting to create a search category, the following error occurs.
Please continue or ask your systems administrator to check your application configuration if the problem persist (SBL-DBC-00111)
 ORA-01400: cannot inset NULL into ("xxxxx"."S_SRCH_DRILLDN"."SEQ_NUM").
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Siebel Search has been configured: Siebel and Oracle Secure Enterprise Search (OSES or SES) are integrated.
2. Navigate Administration - Search > Search Definition, select a search definition. i.e.: Call Center Definition and go to its 'Search Definition Categories' tab.
3. Create a new search category filling in the columns values: Name, Seq Num, BC Name and View Name.
4. When stepping off the record or trying to save it, the SBL-DBC-00111 and ORA-01400 errors are displayed; hence new search category cannot be saved.
