OPENUI: Cannot open external URL of iHelp on IE 11

Symptoms
Cannot open external URL of iHelp on IE 11. This issue is only reproducible on IE 11 but not Firefox and Chrome.
To reproduce this issue, it is needed to add the following value to caption on iHelp.
In case of Firefox and Chrome, you need to select the external URL with double click to open the URL.
BugDB:20681416 is already logged in regard of this issue.
