IP2014 Open UI Scroll bar disappears from List Applets with no records

The Aurora theme doesn't display a horizontal scroll bar if a list applet doesn't have any records, but there are fields on the right side of the applet that cannot be displayed.

If you navigate to the Administration - User > Employees view. Then, query for a record that doesn't exist. The horizontal scroll bar for the Employee List Applet disappears. You cannot see all of the fields on the list applet without using the Columns Displayed option.

Is this intentional?

The Aurora theme displays a horizontal scroll bar if a list applet doesn't have any records.

The issue can be reproduced at will with the following steps in vanilla application:

1.Go to Administration - User > Employees, there are several employees displayed, there is no horizontal scroll bar because all columns are displayed and can fit in the screen.
Query for employee, Last Name = Chen, it returns 0 row. The same columns are displayed.

2. Go Administration - Product, has the same behavior as customer describes.

The horizontal scroll allows seeing additional fields that are off the
current screen because there are more fields that can fit on the screen.
Customer wants to see additional fields even when query returns 0 row.

In Administration - Product, the horizontal scroll bar disappears when returning 0 row from Query on the
list applet. It is not possible to see fields beyond current screen.
