CTI Pop Up Applet Does Not Render Properly the First Time It Is Called using Not Ready Button, After That It Works Fine

When Siebel CTI user click the first time on Not Ready button the pop up applet show up but the controls do not show up. If the user close the pop up applet and try again then the pop up applet show up correct.
Siebel CTI Toolbar should show the Transfer Multiple LOV Popup Applet properly after the user login and click on the NotReady button for the first time in the user session.
The behavior can only be reproduced when calling the pop up applet from the Home Screen only, if the user navigate to Contact screen for example and click on Not Ready button right after login to Siebel it works fine too. The behavior can ONLY be observerd in OpenUI mode.
The issue can be reproduced at will with the following steps:
1. Login to Siebel OpenUI with CTI Toolbar
2. Click on NotReady button where it should pop up Transfer Multiple LOV Popup Applet applet.
3.The applet open but it is blank, it does not show the controls.
