When Installing Siebel Tools/Client As A Migration Installation, Korean Is Not Being Picked Up.

On : [IP2014] version, Installation

When installing Siebel Tools/Client as a migration installation from, Korean is not being picked up.
Previous version contain ENU, KOR, JPN and verified using opatch utility, during migrate install to, the installer does not pick up KOR lang.
Upon proceeding with the installation, opatch verification only lists ENU and JPN as patched to and does not list KOR LANG.
