UCM Source and History Data of Account/Contact Address: S_UCM_ADDR_PER.ADDR_ID (Best Version Id) is NOT POPULATED while import ends well with 'Siebel-Insert' (Doc ID 1997253.1)

Siebel Universal Customer Data (UCM): importing accounts using UCM data processing batch job.
The job process Account Source And History Data (SDH) to insert / update account and address records from SDH tables (S_UCM_ORG_EXT and S_UCM_ADDR_PER)
into base tables_ S_PARTY,S_ORG_EXT, S_ADDR_PER, S_CON_ADDR etc

ISSUE: After import is done and the the Address is properly created and the accordant the SDH data entry (record in the "S_UCM_ADDR_PER" table) gets status "Source-Insert".
However the "ADDR_ID" column of this table WAS NOT populated with the Id of the inserted address (S_ADDR_PER.ROW_ID).

This is column stores the "best version Id" value exposed on the standard UCM Business Components "UCM Account Address Source Data and History", "UCM Contact Address Source Data and History" etc as  the "UCM BV Id" Field.

The issue was observed  for import of Account-Adress and Contact-Adress SDH records, where Address fields did not include the "State".

ADDR_ID is populated in the SDH intersection table S_UCM_ADDR_PER
