Inactivating Workflow Policies

We have a requirement from our client to provide the ability to "turn off" email notifications real-time. If we provide an administrator access to the Expiration Date of the Workflow Policies, does setting this date, does it disable the Workflow Policy immediately or do the Triggers need to be regenerated?
