As per the available information, with CRM Desktop 3.9 version entities like Accounts, Activities which are creating as contacts will be not be synched to mobile devices.
Please clarify about Contact Entity.
If Siebel contact is synced to Outlook with CRM Desktop 3.9 version, will that Siebel contact will be synced to mobile device as Contact?
If yes, please let us know if we have any option to disable synchronization of contacts to mobile devices?
