Why "Action" BC Under Sales Order Become Read Only If "Order Entry - Orders" BC Active Field Is "Y"

Information in this document applies to any platform.
When the Sales Order (Sales Order Screen) status is Completed, by default in the "Order Entry - Orders" BC the "Active" Field become "N".
When "Active" Field is "N", it is impacting all child BC to read only (In this case "Action" BC). [This is expected behaviour]
In our requirement user still can create an Activity even after the Sales Order is Complete. Please advise.
