Symptoms

On : 8.1.1.11.11 [IP2013] version, Task Based UI

ACTUAL BEHAVIOR
---------------
can't use siebel operation to initialize transient record

EXPECTED BEHAVIOR
-----------------------
should be able to use siebel operation to initialize transient record

STEPS
-----------------------

1) cloned the OOB task "CUT Validate Account" (also cloned the 2 Task views
to point to the new task name)
2) invoke the task and enter an existing account name
3) click next and below error is seen while updating the TBC record


This error is returned when the workflow/task is executing the Siebel
Operation business service.(SBL-BPR-00100)
