Service Start Date And Service End Date Is Not Getting Populated For TBO Products In Quote And Order (Doc ID 2004215.1)

Symptoms

Issue:
Effective Start Date and Effective End Date in Quotes and Service Start Date and Service end date in Order Items is not getting populated based on the Time Based Offering attribute values.

Version: 8.1.1.11.16

Repro Steps:
==========

1.By following the steps mentioned in bookshelf page 85 to 89., please create Time Based Offering Product, Class and Attributes, and associate them to New TBO Promotion
2.Created another CP which is having SP1 and Sp2 as child components.
3.Create Price List name it is Mater Price List-->Add these products and promotion and provide some value for each component.
4.Create Account-->Associate Mater Price List- Price List to the Account
5.Go to Account Summery-->Create New Record-->Create Quote-->Add TBO Promotion (Row id is = '1-85H1') and observe in attributes that Duration is 1 , Duration Unit of Measure is Days and Duration Validity start = Now

6.In Back end, please execute below query:
ex:
Select EFF_END_DT, EFF_START_DT from siebel.S_QUOTE_ITEM WHERE ROW_ID = '1-85H1'

Result: Effective Start Date is showing as 3rd of April and Effective End Date is showing as Null

7.Create Auto Order:

Select SERVICE_START_DT, SERVICE_END_DT from Siebel.S_ORDER_ITEM_OM where PAR_ROW_ID = '1-85UK'

Result: Service start Date = 2nd of April and Service End date is showing as null

Expected: It should populate the Effective start date is today date and Effective end date should be +1 day

Impact: Time Based Offerring product order getting impacted.
