Upgrade 8.1 - Rule Set Not Found - SBL-APS-00801 Error (Doc ID 2004302.1)

Symptoms

Migrated from Siebel 8.0.0.13 to Siebel 8.1.1.14 and started test environment. During a test with the Siebel application in Italian language (ITA) we have the following error on a Data Validation Rule Set that is present on table S_VALDN_RL_SET with status Active but query produced by Siebel is with status equal ACTIVE (*):

SBL-APS-00801: Impossibile avviare la definizione del set di regole '"ACS Customer Major Age Date"'. Verificare che esista, che abbia lo stato 'Attivo', che sia attivato e che non sia scaduto.

Extracted also the expression generated that is [Name] = "ACS Customer Major Age Date" AND [Status] = LookupValue ('FINS_VALD_OR_DISCLSR_STATUS', 'ACTIVE') AND ([End Date] > Timestamp() OR [End Date] IS NULL).

Verified the value on S_LST_OF_VAL with type = 'FINS_VALD_OR_DISCLSR_STATUS' and name = 'ACTIVE' and the val is Active.

Why the query produced use UPPER? Is there a workaround to avoid this?

NOTE: The corresponding error in ENU language is the following:

SBL-APS-00801: Cannot initiate rule set definition '"ACS Customer Major Age Date"'. Verify that it does exist, has an 'Active' status, is activated and has not expired.
