Siebel Thin Client Application fails to invoke outbound Web Service.
The reported error indicates the case if the Web Service would not be properly defined or made active:
The error does is intermittent, it occurs then multiple user sessions are in use and system is loaded,
However many times the same Web Service can be invoked fine.
