Siebel Email Response Creates Duplicate Email - Inbound Activities Sporadically

Sporadically Email Response on RealTIme mode process the same email multiple times creating duplicate activities for the same email message.
Siebel should only create ONE activity per inbound email processed.
The issue can NOT be reproduced at will and occurs very sporadically.
