In Open UI the Spinning Wheel Does Not Continuously Display while Application is Loading

Symptoms
In IP2014 when a user logs into the Application a spinning wheel can be seen in the browser tab. The spinning wheel then stops and there is a gap of a number of seconds before the new spinning wheel is seen in the application screen.
Reproduction Steps:
1) Clear the browser cache or log onto the application for the first time.
2) Log into the emedical application with dedicated client or thin client.
3) Note there is a spinning wheel in the browser tab . This disappears and then there is no indication that the application is loading. Then the spinning wheel for the application loading appears.
This is giving the impression of a hang of some sort.
