Siebel Component Workflow Process Manager Does Not Process Tasks And Job Tasks Stuck With Status QUEUED (Doc ID 2016284.1)

On : 8.1.1.7 [21238] version, Siebel Workflow

ACTUAL BEHAVIOR
---------------
After a start/stop of customer's Siebel Servers all tasks in Workflow Process Manager Component are getting stucked with status QUEUED. Even for new Jobs created the wfprocmgr component tasks are  not getting completed and status is QUEUED.

EXPECTED BEHAVIOR

After a start/stop of customer's Siebel Servers all tasks in Workflow Process Manager Component to be processed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start/Stop Siebel Server
2. Review workflow process manager component tasks in Job view.
3. Confirm that they are all in QUEUED status.
