How to make SetRandomPassword Method generate passwords that contain special characters ?

We are using the vanilla functionality of the "SetRandomPassword" Method of the "User Registration" Business Service in order to generate a random password for a user (Forgot Password Functionality)

But , the password generated does not have a special character.
I could see that the doc http://docs.oracle.com/cd/B40099_02/books/Secur/Secur_UserAdmin16.html clearly explains that special characters will not be generated .
But , our customer has password policies which prohibits any password without special characters.

So the question is, Is there any way we can accommodate special characters into the passwords which are generated by the "SetRandomPassword" Method, or is there some other way to achieve this?

We also found Bug 16583091 FORGOTTEN PASSWORD FUNCTIONALITY NEEDS TO SUPPORT COMPLEXITY RULES, which handles the same situation. Do you have any more details about the bug's solution?
