Siebel Open UI Display Blank Page After 8.1.1.14 Upgrade (Doc ID 2019831.1)

Symptoms

On :  8.1.1.14.5 [IP1015] version, System Admin

Siebel Open UI Display Blank Page after 8.1.1.14 Upgrade  

Upgraded from 8.1.1.11 to 8.1.1.14 Version in our development environment.
After successfully completing IRM and other upgrade process we applied the Patch set 5 as well.
Now after we enable Open UI in Object Manager, system displays plain blank screen, whereas HI is working fine with the same SRF
 

ERROR

No specific error in the log file. Log file shows , user logs in successfully, session times out

It seems to be waiting here at 'GetWebImage'
and then times out

On further analysis javascript files used for rendering the homepage view were not found in upgraded repository including siebel/hamburgernav.js and siebel/accnavigationphyrender.js

 

STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade to 8.1.1.14, patchset 5
2. Run IRM
3. Launch OpenUI application URL

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot access application and get a blank page
