IP2015 Upgrade Wizard Unable To Get Past Check Merge Complete Step

This issue occurred during a development upgrade from IP2014 to IP2015.
After completing Incremental Repository Merge conflict resolution in Siebel Tools, and subsequently running Siebel Tools in iPack mode, checking "Conflict resolution completed", and then upon restarting the upgrade wizard, it exits at the step "Check if merge and conflict resolution steps are complete".
Though in this case conflict resolution was completed and marked, multiple attempts were executed but the results was the same: The wizard cannot confirm that Conflict resolution was completed, and it exits.
