Outbound Communications Manager CreateRequest Changes The LOVLanguage Of The Current Session

In Siebel version: [21238]

Outbound Communications Manager CreateRequest can changes the LOVLanguage of the current session, when using advanced templates marked for a different language and locale.

The issue can be reproduced at will with the following steps:
1. Log in to a session using particular locale - for example ENU
2. Create an Advanced Template, with Create Activity checked, and Locale and Language set to different country - for example FRA.
3. Use CreateRequest method of Outbound Communication Manager business service, to send email using ProcessMode=Local
4. Send and Locate Sent Email
5. Observe that LOVLanguage() of the current AOM is now set to FRA. { Click on Dropdowns, or perform query LovLanguage()=FRA }

The issue has the following business impact:
