F9 With External Email Client in OpenUI: External Email Client Does Not Pop Up Sporadically

Symptoms
On : 8.1.1.14.5 [IP2014] version, Comms Server & Email Response
Sporadically when using F9 OpenUI with External Email Client, and using MS Outlook as External Email Client the Outlook editor does not pop up.
The MS Outlook Editor should always pop up when using F9 with External Email Client as External Email Client is MS Outlook
1. This is not the issue related to mailto URL character length reported on Document 1943190.1 "F9 With External Email Client in OpenUI: Template Size Limited To 1800 Characters and Mail Client Crashes or F9 window does not open" since it happens with small templates.
2. Same Javascript running in standalone html page has similar behavior.
