Issue With F9 Functionality With 8.1.1.14 ActiveX Upgrade From 8.1.1.11 PS 10.

On : 8.1.1.11.10 [IP2013] version, Installation

ACTUAL BEHAVIOR
---------------
Siebel user is using F9 integrated with Lotus Notes in High Interactivity mode using IE 8. Current version is 8.1.1.11 PS 10. Siebel administrator have pre-deployed the 8.1.1.14 PS 5 ActiveX in preparation for upcoming IP 2014 upgrade.

After that when the user click on F9 the Email - Outbound activity record is not create automatically and the following error is observed.

ERROR MESSAGE

The following pop up error message show up "An error occured trying to create the Siebel Activity record. The message was mailed, but the Activity record was not created. Copy the following error information for your CRM support person:[213:CreateActivity:44]:Siebel.Desktop_Integration_Application.1: The Object is out of scope."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Login to Siebel HI interactivity application.
2) Configure Siebel to use F9 integrated with Lotus Notes
3) Click on F9, the Lotus Notes client show up
4) Click on Send button the pop up error show up "An error occured trying to create the Siebel Activity record. The message was mailed, but the Activity record was not created. Copy the following error information for your CRM support person:[213:CreateActivity:44]:Siebel.Desktop_Integration_Application.1: The Object is out of scope."
