Terms and Condition Page Accept Issues


 EXPECTED BEHAVIOR
-----------------------
Terms and Condition Page should function properly when the Accept link is selected

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Implemented Terms and Conditions page on Self Service (sservice_enu) as per Doc ID 478253.1 on Siebel IP 2014.

When the user clicks the Accept link they are receiving the following error in the browser (Chrome and IE):
@0`0`8`0``0`URL`/sservice_enu/start.swe?SWENeedContext=false&SWECmd=GotoView&SWEVI=&SWEView=Home+Page+View+(SelfService)&SWEC=7&SWEBID=-1&SRN=&SWETS=`UC`1`Target`top`ViewId``Status`NewPage`View``SWEC`7`SRN``

If the user clicks the back button, in some cases they are properly routed to the login.

The issue has the following business impact:
Due to this issue, users cannot accept the terms and conditions agreement to log into the application.
