OpenUI Accessibility: JAWS does not Recognize Pick list as Combobox in Internet Explorer (Doc ID 2028994.1)

When using Internet Explorer JAWS does not recognize a pick list as a Combo box, this combo box announcement works well in CHROME and FIREFOX.

The Pick list should be recognized as combo box box so these can be properly used by JAWS users.

Reproduction Steps:
1. Go to ANY Siebel Application using Internet Explorer 11
2. Go to any views that have a form with pick list control (simple drop down with list of values should be fine) that are NOT Read ONLY.
3. Turn on JAWS and TAB into that particular control --- JAWS DOES NOT STATE that it is a combo box so use arrow key to select from the selection. Even if you use up and down arrow key to browse the pick list, user is unable to select from the pick list thus making the control NOT operable.
4. Go to any form applet that have a read only pick list control. JAWS will states that it is a combo box. Which is the correct behavior!
