When attempting to compile an object in Siebel Tools with a local browser open,
the following error occurs.

Steps to reproduce this issue
1. Have Siebel Local Client Open in Browser
2. Modify an object in Siebel Tools, can be anything
3. Compile object
4. Browser is closed
5. When browser is attempted to be open by Siebel again it crashes
