Symptoms

When downloading an image attachment, it opens with Paint instead of the default program configured in Windows.

Steps :
1) Configure Windows Photo Viewer as Default Program.
2) Attach to a record a .TIFF file
3) Click "Run" when prompted for "Siebel Attachment" plugin.
4) File opens with Paint, instead of Windows Photo Viewer.
