When attempting upgrade from 7.8.2.16 [19255] LANG_INDEPENDENT to 8.1.1.11 SIA [23030] ENU has errored out at step : Generate and Update Statistics File

and in the On further checking the log file ddlctl_tab.log we could see a time out error:

We are doing a uphgrade from 7.8.2.16 [19255] LANG_INDEPENDENT to 8.1.1.11 SIA [23030] ENU

Product Version is to 8.1.1.11 SIA [23030] ENU

During the run of the Siebel Upgrade Wizard
We are running into a timeout or deadlok in step Generate and Update Statistics File
We found this error in file upgwiz.log
