Customer has one environment with 3 application servers. One of them stopped working.
Other 2 work fine. Restoring the backed up siebns.dat didn't help.
Recreating the service file didn't help either.
Upon starting the server, it tries to start up for quite some time and svc dies eventually leaving orphan sub-processes behind.
Using configuration wizard, Siebel Server was removed from the Enterprise and re-added. Even this didn't resolve the issue.
