Purpose Of Service_PreCanIvokemethod?

Regarding Service_PreCanInvokeMethod, tools help says: "This configuration allows you to determine if the user possesses the authority to call a business service method" but this is of course very weak.
So the question is, for what specific features (e.g. testability in BS simulator) is it necessary to provide a PreCanInvokeMethod for a BS custom method?
If looking at < Performance issues related to scripting in the PreCanInvokeMethod event (Doc ID 477662.1) > in regards to the option of using the CanInvokeMethod applet user properties, how much do the statements extend to custom business service methods, to what extent is the functionality of Service_PreCanInvokeMethod covered by applet user property CanInvokeMethod? Or are these two thing completely unrelated?
