Why Do We Have To Set Catalog Type = Partner To See The Data In InfoCenter? (Doc ID 2041166.1)

Goal

On previous version in order to see a Catalog in InfoCenter screen, the catalog type needed to be "InfoCenter"

In 8.1.1.14.5 if I set the Catalog Type to InfoCenter my catalog is not visible in the Info Center. It appears only if I set its type to Partner.

Why do we have to set Catalog type = Partner to see the data in InfoCenter?
