ACTUAL BEHAVIOR
---------------
When sending HTML email using Outbound Communication Manager Business Service methods(CreateRequest OR SendMessage)
Siebel adds an extra <HTML></HTML> tag to the outbound message 


EXPECTED BEHAVIOR
-----------------------
No extra HTML tag should be appended to the outbound email

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use CreateRequest OR SendMessage method of the Outbound Communication Manager Business Service to send an HTML email

BUSINESS IMPACT
-----------------------
Because of the extra HTML tag it doesn't appear properly on mobile devices
