Can not prevent cascade delete for Asset record after deleting Account record on 8.1.1.11 or later

Symptoms
On Siebel application 8.1.1.8, if you set Cascade Delete to Clear or None for some links, the children asset records does not get deleted when the parent account record is deleted. But on 8.1.1.11 or later, even if you set Cascade Delete to Clear or None for all links, the children asset records are deleted when the parent account record is deleted.
