Date Time Field "Created" Is Not Populating In Email Template In Siebel 8.1.1.14 (Doc ID 2043426.1)

Symptoms

On : 8.1.1.14.1 [IP2013] version, Comms Server & Email Response

The substitution field Created or Created Date used in Email Templates with an Outbound Request are not getting substituted. It show a blank value in the email body after sent.

The behavior started after upgrade to 8.1.1.14, it was working before in 8.1.1.9 to 8.1.1.11 PS17.

The Email Templates substitution field Created or Created Date should be replace by the field value from the BC field.

The issue can be reproduced at will with the following steps:
1. Create a Advanced Email Template with Substitution Field Created.
2. Go to Site Map>Administration - Communications>Outbound Request Overview and create an outbound request using the Email Teamplate created on step 1.
3. Submit the Outbound Request.
4. When the email arrives the substitution field Created does not show the value, it show a blank or null value.

The issue has the following business impact: user are not getting the correct information in the email send to customers.
